About Scrumconnect Consulting

Scrumconnect Consulting is an award-winning digital consultancy that works with UK government departments to develop technology solutions for public services. Its projects have positively impacted more than 40 million UK citizens.

The company focuses on user-centred design, agile delivery, and the development of reliable digital services. Joining the team offers an opportunity to work alongside experienced developers, architects, delivery professionals, and civil servants on projects with a meaningful public impact.

About the Role

Scrumconnect Consulting is looking for an experienced Senior Software Developer with strong full-stack development skills to join a multidisciplinary agile team in Swansea.

In this role, you will help design, develop, and maintain modern digital applications using Java, Spring Boot, and React. You will work in an API-first, cloud-native environment, contributing to the modernisation of legacy systems and the delivery of secure, high-performing services.

You will also help ensure that digital products meet the UK's Government Digital Service (GDS) standards, with a focus on accessibility, usability, security, and reliability.

The position follows a hybrid working model, requiring three days per week on-site in Swansea.

Key Responsibilities

  • Develop, maintain, and support full-stack applications using Java, Spring Boot, and React.
  • Work closely with Product Owners, Delivery Managers, Architects, Business Analysts, and other developers within agile teams.
  • Build and integrate REST APIs and microservices to support modern digital services.
  • Contribute to the replacement and modernisation of legacy technology systems.
  • Maintain high standards of application security, availability, performance, and reliability.
  • Support continuous integration and continuous delivery (CI/CD) pipelines.
  • Apply Test-Driven Development (TDD) and Behaviour-Driven Development (BDD) practices.
  • Follow Secure by Design principles and help identify and address risks outlined in the OWASP Top 10.
  • Improve application monitoring, observability, and incident management processes.
  • Mentor colleagues, share technical knowledge, and produce clear and useful documentation.

Essential Skills and Experience

To be considered for this position, candidates should have:

  • Substantial experience working as a Full Stack Developer, ideally on large-scale digital services or public sector projects.
  • Strong knowledge of Java and Spring Boot, including the development of API-first applications and microservices.
  • Practical experience with React.js and accessible user interface development.
  • An understanding of web accessibility requirements, including WCAG 2.2.
  • Experience using AWS services such as API Gateway, Lambda, S3, and DynamoDB.
  • A good understanding of agile delivery methods, including Scrum and Kanban.
  • Experience across the full digital service lifecycle, from Discovery through to Live.
  • Knowledge of DevOps practices and tools such as Terraform, Docker, and Kubernetes.
  • Eligibility to obtain Security Check (SC) clearance.

Security clearance: Applicants do not need to hold SC clearance before applying. Support will be provided through the clearance process following appointment. Candidates must still meet the applicable eligibility requirements.

Desirable Skills

The following experience would be beneficial but is not essential:

  • Experience with Node.js in serverless environments or Ruby on Rails.
  • Exposure to legacy systems and modernisation projects involving mainframes, AIX, or Oracle.
  • Experience integrating with GOV.UK services such as GOV.UK Notify, GOV.UK Pay, and GOV.UK One Login.
  • Familiarity with the GDS Service Standard and government service assessments.

Technology Stack

  • Backend Development: Java, Spring Boot, REST APIs, and microservices.
  • Frontend Development: React.js, HTML5, CSS3, and GOV.UK Frontend.
  • Cloud and DevOps: AWS, CI/CD, Terraform, Docker, and Kubernetes.
  • Testing: TDD, BDD, JUnit, Selenium, and contract testing.
  • Collaboration Tools: Jira, Confluence, and Git.
